Is flux REALLY 'going stale' with time?

Hi all-
Used one of these cute little pen fluxers over the past few days.  It was almost 3 years past its' expiration date, and to be honest it didn't seem to aid the soldering process at all.
Does this stuff really go bad over time?  Or could it be this particular one wasn't so great to begin with (it's RMA type so not the most aggressive)?

Good flux stored in undamaged sealed containers between freezing and normal room temperature will probably still be OK 30 years after purchace.
Its solder paste that goes bad - the activators in the flux base + oxygen + humidity in various combinations attack the surface of the solder microparticles in the paste, until all you have is metal salts dross in a base of ex-flux.
