Some people did the PSL–3604 series of projects and make them all on panelized whole to split into each design, or would that be so expensive for a hobbyist as to be unaffordable?
Is choosing one design to build and submitting one set of Gerber files the only affordable way for a non–professional to get boards made?

if you find out at what quantity of boards it does make sense to panelize and order full panels.
it makes sense cost-wise to spend time on composing the panel from individual board-gerbers. If you don't charge much for your own time spent panelizing and plan on ordering multiple panels
